Polyquaternium-39 is considered safe for topical cosmetic use and is approved for use in both leave-on and rinse-off formulations. Toxicological evaluations of cationic polymers in this class indicate low skin irritation and sensitization potential when used at recommended concentrations. Due to its high molecular weight, dermal penetration is negligible, limiting systemic exposure. Polyquaternium-39 is non-phototoxic, non-comedogenic, and compatible with frequent-use products. As with all cationic polymers, formulation balance is important to avoid excessive deposition, particularly in fine hair applications.
