Polyquaternium-10 has been extensively evaluated for cosmetic use and is considered safe at current use practices. As a high-molecular-weight, water-soluble polymer, skin penetration is minimal; instead, adsorption to keratin predominates. Human testing up to 1–2% in finished products has shown low irritation/sensitization potential, and in vitro/clinical data indicate PQ-10 can mitigate anionic-surfactant irritation when used as a pre- or co-treatment in cleansers. Acute and mutagenicity studies support a wide safety margin. As with most cationic polymers, excessive use may lead to perceptible build-up on very fine hair; grade selection (molecular weight/charge density) and dosage control address this without compromising performance.
